Power valves are a pain. I suggest getting two supplied and set up by your engine builder, if one doesn't work the other usually does. Then treat them like the carb, keep clean and treat as fragile. When bolting in place, take extra care to settle the housing flat; when pressed in by hand, the valve should pop out readily. The centre hole in the gasket that lets the blade through sometimes snags on the edge and impedes valve movement, gasket can be carefully trimmed to prevent this.
