It could be worth trying an older p/v, I had trouble with the p/v on a new engine not opening til about 10k until the engine got hot (after a couple of laps at least) and then it started to get better. I assumed that as the metals expanded with heat it allowd the valve to move easier. I switched to an old valve and it worked as normal...
