Sounds like a broken shoe, it does happen even with the new clutch but first just try undoing the sprocket crank nut and try again. I have seen the cage bearings gummed up and stuck as well as 11T sprockets fitted using the o ring when the 11t is one of the older types without a recess machined for the o ring.
If it frees up when the nut is slackened and the shoe and bearing are in good order it is also possible that the thrust washer is too thick.
