As soon as you accept that 11/12 year olds should be able to move out of cadets, you have to accept that there will be a big problem with any Junior class. You have 6ft 75kg drivers in the same classes as 4ft 40kg drivers.
If you want to fit an intermediate class in without diluting grids, and make it work as intended, you have to:
a) Make it compulsory b) Increase license holders.
My solution:
1) Reduce the age for cadets to 7. 2) Don't allow to national cadet championships for the under 9's. 3) Make the age ranges, cadets 7-11, supers 10-14, juniors 13-17, seniors 16+ 4) Potentially class minimax as supers and maybe use a smaller chassis.
