It is always difficult for the officials to see everyting and some interpretation of the rules will often have to be made.
When we did some WSK rounds they had a speed trap and if the pole man exceeded the set limit then he got a 5 or 10 secs penalty even though the wholw pack went at the same speed.
Pole man would also be penalised if he slowed down when the green light was shown - used to happen quite a lot apparently just to try and get 2nd place penalised.
They also had more people at the approach to the start line and would penalise any kart that did not leave a gap to the kart in front and they had cameras to show if a kart put wheels over the tram lines penalty for 1 or2 wheels over and a bigger penalty for 4 wheels outside the lines.
All that technology can help but there were still some parents who would want to protest - they just tended to lose their money.
I have heard of protest fees being returned even where the protest failed. I think the basic idea of the protest fee is to make you think carefully about the validity of your protest - withour a fee I believe that your would need several CoCs to handle protests as they would be lodged for everything. If CoC or Stewards see that you had a genuine reason to protest but there was insufficient *or conflicting)eveidence for them to take action then it seems quite right that they could refund the fee. I heard that at either FKs or S! a couple of years back one Dad insisted on using every protest available despite the face that the CoC had clearly seen the incident and told him he did not have any chance of winning. Apparently it went on so late that there was no time to run the final that day (but it was run the next day so must have been a double header).
