The whole point of IKR is that there aren't any rules being implemented on the circuits and drivers by a governing body.

This doesn't mean that the circuits and drivers don't want rules, some do, some don't, but IKR does not mean no rules racing.

IKR means the circuits CAN set their own rules but they also CAN set NO rules, it's up to them, but nobody CAN tell them they CANNOT do it such is the beauty of IKR.

In other words they can do what the hell they like as you well know Neal.
