"In cadets it can make a massive difference if the drivers work together (pushing) rather than fighting for position."

Not surprising, this is what was written about drafting in cycling
"
Aerodynamics Page: 2 of 2

Drafting

Cyclists who are part of the group can save up to 40 percent in energy expenditures over a cyclist who is not drafting with the group. "

40% percent extra power is not to be sneezed at in any class.

Probably it doesn't work is other classes because the speed differential from the tow makes overtaking so much easier that there are few drivers who are content to sit there and push a rival up to the next driver and too many drivers willing to break the tow because they don't trust the person behind them.

There's a Youtube clip of a (now) very well known driver using the tow to move his way up through the pack, it's just that whenever he wants to overtake he 'misses' his braking point and shoves the drivers ahead wide enough for him to overtake two or three drivers at a time. It is a very 'professional' job too, nothing too obvious with the commentators praising the advance to the front.
