This is just being offered as an alternative class to doing S1 with your own engines.
If you run rotax at club level but feel that you can not afford engines for S1 then you could enter the rotax pooled class in S1.
Maybe just Rotax responding to the challenge from the KGP and Iame X30 engines that will be run in juniors next year.
