A "contact" front bumper just hands all the advantage to the driver in front.If he sees you closing in, all he has to do is brake a little early. Camera's seem to be the best solution, and if viewing evidence takes too long, then it could be done POST race as F1 and the offender could have either his points stripped or get a severe penalty or even a ban from the next round. This would certainly help control the teams who use ramming as a tactic race after race. The drivers being TOLD to do this and the parents paying for it(children get taught it by teams,then carry it on through their careers) would soon get fed up paying to get banned!
