Brand new engine needs 2 hrs on it first,hoover like sounds like 4 stroking 12,200 ish to aim for,top local IAME engine man has dyno nr Runcorn,currently many local drivers have taken their engines to him to sort.
What series no. is your engine.

Engines (all except "sealed"Rotax )can be collected Stockport area daily,or dropped 5 mins from Hooton JCT 8 anytime,or come along to the MBKC ACADAMY at 3 Sisters meeting(4th w/end of the month and do Sat testing with support from members and supporters of THE ACADAMY FOC!!!even spare engines to sort/back to back yours.
