It all depends on the conditions being compared.

Make the initial conditions the same for both samples.

Boil some water.
Put identical amounts in two identical containers that can be adequately sealed with lids.

Put one in the freezer.
Wait ten mins or so.
Now place the other in the freezer.

Now the water in the second container has to freeze before the first.
