It is going to depend on where you are and under which regulations.

An X30 IKR may well allow the use of an external starter, but the world regulations for X30 state that the kart is fitted with an on-board starter which must be connected up correctly.

4.19 STARTING
4.19.1 The engine is provided with an on board electric starter. The original on board starting system has to be installed with all its components and properly connected.

As there is no provision under the world regulations for an external starter it is presumed that they cannot be used.

In the UK the NKRA Championship regulations for Formula Blue, with a similar starter package, make provision for an external starter to be used by any kart on the grid, but only once during the meeting to avoid the disappointment of a starter going down on the grid.

The constraint of 'once but only once' was necessary because certain drivers would disconnect the charging circuit in the belief it gave them extra power (logically, if the charging circuit provided 13 volts at 10 amps it is 0.17 Horsepower diverted to the battery). When faced with the scrutineer, they would say that the starter had just gone down and produce defective starters (of which they would have several) to demonstrate a run of bad luck requiring them to use the starter every time.

As always with any regulation of this type, the rule has been introduced to meet a need but modified in the face of examples of 'cheating'.

It is arguably unfair if one has to use the starter more than once...but no more so perhaps than other compliance regulations which don't appear to affect performance or safety to any significant degree, are acted on by the scrutineers.
