Thanks for all the replies guys.

It tuned out to be a faulty clutch.

We had tried new friction plates new back plate just about rebuilt the engine and it turns out the springs had stretched causing the clutch to engage too soon, and therefore the revs to drop, causing a near stall.

By changing the clutch the problem disappeared
