Why is the difference always put down to the engine? You have the driver, chassis, set-up, tyre wear and how you take each corner that can also affect lap times.
I agree that IF this lap time difference can be proven to be in the engine then that gives a top driver an advantage.
A mid pack driver would probably gain nothing from the same engine.
