Power problems when running hot

My son's GX 160 suffers from power loss when running hot, no throttle response i seems like a fuel problem as half choke can improve it slightly. There is also oil in the pump breather pipe (from the pump to the top of the engine), is this normal? any ideas/answers really appreciated as we're new to the sport.
