Timed qualfying just turns the whole thing into a procession. The problem has to be dealt with by the officials. Doesn't matter how smoothly the race day go, if one or more competitors day is spoilt by others cheating (pushing off is just as much cheating as modifying an engine)then IMO it is not 'well organised'.
You can't stop kids doing things that are wrong or just being naughty unless you haul them up every time and if nessasary punish them. Goes for nose picking, not doing homework or making illegal contact in karting. Let them get away with it and they will carry on pushing the limit further and further. That's what kids do.
