Did the engine rev better before the rebuild? If you don't know and can't find anything obvious, I suggest that you swap heads next.
On the GX120, because we run fixed gearing that is too low, I've spent a huge amount of time trying to identify why one engine revs more than the next one. I've had bare heads from the same batch, that look and measure as being identical, on the same engine and one will rev 500rpm more than the other.
