possible sticking throttle

Hi just bought my son a honda cadet with GX 160,
but i noticed that sometimes when the throttle is pressed the spring that connects to the black butterfly connector to the throttle arm raises up and catches on the top part of the black connector.
If i back off the throttle it seems to drop down and then carry on to full throttle,this does not happen every single time.
I am doing this without the engine running if this makes any differance.
