We had a similar problem a number of years ago with a GX160. The black plastic spacer between the carb and the head turned out to have a crack which was allowing it to suck air under load.

Worth a look, ours was not really visible so try another known good one if you can. We ended up sending ours to RPM and it was them that found it.
