Yes you can hire them at many circuits but do not rely on them being avaiable as there are generally only a few available so if you need one then you need to pre book.
If you are racing MSA the regulations require that you have one so in the case that you are unlucky and none are avilable you will not be allowed to race. Borrowing onr from another competitor is not an option either as the software will not accept the same transponder to be allocated to 2 diferent competitors.
