Blueprinting is the only way to fairly equalise engines and do it cheaply. This is true from karting (where it's called blueprinting) to IRL/GP2 etc (where it's called a rebuild). The premise is simple. The engine builder gets the engine, builds it to the tolerances allowed and you go and race it.
We all know all engines are different out of the box so why do karters and the governing bodies think throwing a seal on them will make them equal? Let us all build our own engines to the specification laid out (or send it someone else if you so wish). If they fail eligibility scrutineering you're DSQ'd. Simple & cheap for karters and the best engine builders still get plenty of work.
