But it will be the teams and those with money who go straight to the oversize, not the otherway round.

The whole thing will be completely self defeating, forcing those on a budget to spend even more money to be competitive. Perfectly good cylinders will need to be bored straight to the maximum and if you race anywhere else you will need two sets of engines.
