There will usually be a tight spot in any chain drive which isn't new. However it sounds like your sprockets aren't perfectly aligned.
Try rolling the wheels backwards and you'll most likely be able to see the chain riding up on the teeth at the top of the rear sprocket. When you run the drive forwards this will be happening at the bottom of the rear sprocket, where it's less easy to spot. Rolling the drive backwards will also magnify the problem, possibly with the result that it will jam solid.
