The most important thing is cleanliness as previously mentioned. The tolerance on the bearings is very close and only the slightest , burr, bit of rust or dirt will hold it solidly.
If really persistent, remove the axle from the kart and use a piece of 3x4” blockwood or similar with a 30mm hole partially drilled in it to hold the axle vertically. This will also prevent damage to the circlip recess at the end of the axle which can be easily damaged while on the floor - expensive mistake that one....
If you have one, use an old sprocket carrier with the bolt removed and use it as a drift to hit with a rubber hammer.
