GX160 dying on tick over

Struggling with the lads Honda when ticking over. Revs are set at 2,000 rpm but after a short time it just dies. This happened at his last race, so long as he was revving the engine it seemed fine so we kept the revs up on the dummy grid and he completed the race. Any ideas what this could be? I thought perhaps fuel starvation but wouldn't this affect the whole rev range?
