I think single bolt hubs require to be fully on the axle with a circlip at the axle end to stop it sliding off. I believe only the double bolt hubs are permitted to overhang the end of an axle like the Rotax tend to.

You also don't need to run at the maximum 1400mm rear width. What chassis and class are you running?
