There shouldn't be any play. The flywheel is bolted tightly on the taper with a keyway to position it correctly.

Top dead Centre is simply that and is achieved easily by feeling for it after the inlet valve closes using a soft poking device (for my Scottish friends) like a pencil. with the side cover off you can turn the flywheel by hand to get it in place and then compare the position of the coil leading edge with the magnet on the flywheel as shown in the photos in the new regulations.
