Basically the answer to your question is NO (at least not without making the exercise dangerous!- there's a lot of inertia in the components of a GX160 free reving at 7000-8000rpm and if one part lets go in the garage at that speed *!!!*). Seriously though the only safe way to replicate the conditions you are looking for is on a dynometer. Assuming that your engines are in good mechanical condition I would suggest you experiment with different jets, emulsion tubes,carb filters, valve clearances and gearing. Unless you are able to go down the SP (RPM & UFO)road to more power you will always be lacking on speed down the long straights - Its not right but its the way pro-karting is -money buys power & speed!.
