The bolt is spinning because it is causing the crank to turn and making the engine revolve. You need to remove the lead from the spark plug, remove the spark plug and screw in a tool called a piston stop. When the crank turns and the piston gets to the top it will be stopped from doing a full revolution by the piston stop which will then allow u to undo the bolt. Find out the make of your clutch and check online for shoe settings and adjust according to their recommendations. Can be fiddly to adjust the first couple of times until you get used to the best way to get the springs back on.
