It should help but not by much. Lowering the engine will reduce the frontal area of the kart slightly and so reduce drag. Lowering the seat or the driver in the seat will have the same effect and result ,but more so. All three will lower the centre of gravity of the kart . I would argue that this will allow you to narrow the rear track further reducing the frontal area and drag without increasing the drag in the corners due to insufficient unloading of the inside rear wheel. But this view is unfashionable.
