I presume when you say 'slip' you mean the clutch is dragging and making the kart roll when the engine is ticking over?

If so, I think this is normal. I'm sure they had karts with this set-up years ago at Whilton Mill and they used to have to chock the wheels if they were leaving a kart ticking over with nobody pushing the brakes.
