I think you fail to understand. The point is not to have GX200 at the same speed as GX160. The point is to have a faster, cheaper class that have engine power the same, so that driver skill, kart set up determines the race places.

I was very sceptical when the sealed 200s came out and waited a couple of months before buying a pair. Having raced in Rotax, Biland and 160 Prokarts previously, I can confirm this is as close as you get to equal engines. Every kart has the engines to win - you now need to work on kart prep, set-up and the driver to actually achieve the win though.
