Why don't you try putting a 70 jet in to see if it revs higher? If it doesn't then do a cyl leakage test on it to see what area needs addressing, it might be a bit tired and needs new rings and valve sealing. Set it at TDC, valves closed, remove the plug, then pump air into the cyl via the plug hole and listen as it escapes from exhaust, carb or crankcase. If this does not show a problem then you need to look at Cam timing and ign timing. You should really pop it back to a specialist for them to sort out.
