Loose crank case cover

I've had the same crank case cover come loose twice in succession. It happened the first time I had the kart out and I put it down to the previous owner not using a torque wrench on the bolts. I repaired the engine with a replacement conrod and made sure that all bolts were tightened exactly to spec but it still came loose.

I've heard that a fix for this is to drill the threads out and use inserts with permanant loctite.

Has anyone else had this problem and what was the fix?
