If anything the XS seat will probably be a bit too big, certainly don't go any bigger or he'll rattle about in it and not feel what the kart is doing. The seat needs to be tight. Ideally I'd suggest an uncovered T8 cadet seat. My 40kg driver has just finished cadets, still in a T8 uncovered cadet seat. The 1/4 padding will make your XS a little tighter around his ribs but his backside will move around.

The pod design (and nose cone) changed in 2011. It won't make any difference at this stage - leave it as it is, and yes they are left loose for added flexibility.

The pick up should be very close too but not quite touch the bottom of the tank. That way it moves around the tank and follows the fuel as the kart brakes and corners.
