I have bought two brand new GX160 engines but I can't get them to rev much higher than 5500rpm (this is with the engines loaded and unloaded). How I can achieve maximum revs?

I have thought about starting the engines on the trailer set at about 3000rpm for a couple of hours to attempt to loosen the engines. Would this be a wise move or just cause damage to the engines?
