By no means are all the dynos used of the 'inertia' type (i.e., with a flywheel). Actually, many experts seem to say that the flywheel dyno is the worst for measuring 'absolute' power but very good at showing ho9w you have improved/worsened an engine. Yes, it's good for giving you the acceleration figures which can be used to calculate the 'power' but, for the most accurate readings of 'power' at a specific rev band, then some form of steady (no acceleration) dyno is (probably) the best (e.g. of the oil or water 'pump' variety).

Here is an article I have found on the subject which may clarify the various types, their general advantages and drawbacks. In there, you'll notice how the user is 'allowed' to 'calibrate' the dyno as they see fit. It shows some of the ways that ALL types of dynos can give errrr..... 'inaccurate ' readings.....

http://www.dyno-dynamometer.com/how_dyno_works.htm

Dynos are only ever as accurate as the person who 'calibrated' it wants it to be. I don't know who others think 'comes round' to check that 'Fred's' dyno is reading the same as 'Sidney's'. Do they think the man from 'weights and measures' comes and does a calibration and then locks the ability to re-calibrate the dyno until next year's visit? Perhaps those who THINK that dynos do all read the identical power output using the same engine and weather conditions know who is this 'inspector' and would like to tell us.
