A warning seems fair if the regulation was known to be changing but How can you be excluded before the effective implementation date?

I like specific measurements. There is no argument against a number but for a mass produced motor there are elements that should be "free" like they did with the cam gear a few years ago and control the cadet output using revised restrictors from time to time. It should simplfy the regulations in general and encourage the scrutineering to seek out the clever actions of the illicit builders rather than look at the simple stuff.
