Your post is not entirely clear to me. The fuel pulse pump has 3 connections. Fuel in from tank, fuel out to carburettor, and the pulse pipe connection to operate the pumping diaphragm in the pump. The pulse is normally taken via a fitting in the governor shaft hole in the top of the crankcase after the governor shaft and internal mechanism have been removed. Occasionally the pulse is taken from the rocker box cover.
Has the new engine been degoverned with the internal mechanism removed? Did the old engine take its pulse from crankase or rocker box cover?
