it sounds like you still have a clutch on the hard setting.

On the left engine with the sprocket inboard (so you are looking at the clutch shoes) you want the soft setting 1 in the diagram.

The same setting will be used on the right engine if the clutch is also installed with the sprocket inboard.

If the sprocket is outboard (ie you see the drum and sprocket) you want to use setting 4 per the diagram. When you turn this around 180 degrees it is actually a soft setting identical to the left engine.
