I am not familiar with an ELK so can't be specific.

Tyres are probably the first place to look. Old/used tyres are fine for fun but to be serious the rubber needs to be fresh. The quick lads at 3 sisters are using new tyres every race.

Rear grip can be improved (in general) by narrowing the rear track. Front can be a combination with adding front width and/or caster, however, in all things karting, everything is about compromise and balance. Change the front and it will affect the rear. So for me I would set the front tracking, set castor to a minimum and start narrow at both the from and rear If it under steers after 10 laps either add a bit of front width (5mm at a time) or move the rear hubs out (again 5mm).
