The last thing published by the MSA was in September 2016 and noted on their website here:
https://www.msauk.org/assets/rulechangesseptember2016.pdf and which states Cadets are end of year of 12th birthday. There has been no formal change since then. That all would have been in the magazines going to licence holders.
However since then the proposed Intermediate class has definitely been dropped and proposals are in the pipeline subject to Council approval for the Mini classes to be from year of 12th birthday with experience (12th birthday for novice) and Junior TKM to stay at 11th birthday. As soon as the MSA confirm the max age for Cadets I will get a new newsletter out.
