the symptoms you describe are a weak mixture.

Blocked jets are the 1st choice and damaged carb to manifold joints a second choice.

re the overfuelling...
To balance the amount of fuel returning back to the tank I used a miniature stainless steel ball valve,fitted in the return line, bought from a tropical fish supplier.I have heard of others using a main jet within the return line to restrict the amount of fuel heading back to the tank.
