Biland Running Temperature Seems Cold?

I have had my biland out on the track today and noticed when i go round the track the temperature drops to around 20degrees...
Is this ok or is there a problem? I warm the engine up to 40+degree before going out but as soon as i get the speed up the temp drops, Is this normal?
