I agree, accurate setting of the valve clearances is essential when trying to pin down settings.

-also check the performance without the air filter.
If it settles down better look for air leaks around the intake joints. (all this is assuming the fuel flow is not suspect-blocked jets/poor diaphragm in pulse pump/air leak in fuel line joints/pickup in fuel tank)
