No msa licence reqd for EPEC, the only endurance series in uk requiring licence is EKC, even then you can race on the msa clubman licence, which can be obtained on the day providing you bring 2 photos.
A decent kart which will need to be reliable will cost you £1500 2nd hand to just over £3K for a new one,
Tyres, slicks-£115, Wets-£150, slicks can easily last 2 races but performance will diminish, wets will just last a 6hr, you will need a spare set of each for punctures/damage etc.
Entry/tyres/travel/accomodation/running spares will be your thoughts per race.
From your location (Yorks?) you need to look at some current racing and talk to people, Some prokarts at Warden law are involved in Endurance, same goes for PFi.
