It sounds like you can source a cheap new old stock 'V' shaft engine and it's quite possible to machine these cranks down to 22 or 20mm and add a keyway. Make sure you don't end up with a quiet spec though as they can have plastic cam wheels that may not stand degoverning. Otherwise go for the standard 1" or 25mm Q shaft.

As a matter of interest if anyone wants to convert the smaller V shaft I can supply a CNC'd sleeve that converts it to an inch Q shaft.
