Use an old bean can or the like of the appropriate size as a mould but also heat the lead up in it on a camping stove, adding bits of lead until the level is where you want. Then just let it cool and later remove the can with some tin snips..

A good tip is to wrap your lead weight in baking foil before bolting to the kart. Especially with kids this will keep the lead contamination to a minimum.
