Wheel rim size will effect your gearing on the back and also how the tyres work and warm up. There will be a difference in 5mm, but will you see or feel it on the track? Probably not.

Last year we ran in a class where gearing is fixed, and wheels are homolagated with the chassis. However different chassis had different width wheels so you could change your gearing slightly by changing chassis, how mad is that.
