a 72 jet would allow more fuel in than a 70 jet but if the engine cannot breathe (i.e. insufficient air) then the engine would run rich and you would lose performance. A bit like driving with the choke on slightly.
I believe what you do is to de-paper the air filter to allow the engine to pull in a little more air and get a slight performance boost. This of course depends on atmospheric conditions where you generally run the smaller jet in summer as there is less air around and the bigger jet in winter as the air is more condensed.
Try it, see if you notice any difference, you won't hurt the engines.
